Park Ranger JD Tucker gives "floatation citations" to two young visitors at Rough River Lake, Falls of Rough, Ky. Floatation citations are issued to children of all ages when they are caught wearing their life jacket. They can turn the floatation citations in at local marinas to receive a free ice cream cone or slushie.
