Lt. Col. Latoya Manzey

Louisville District Deputy Commander

Lt. Col. Latoya M. Manzey assumed duties as the Deputy Commander of the Louisville District USACE on July 31, 2020.  Hailing from South Carolina, she commissioned in 2004 through the Reserve Officer Training Corps program at Tulane University, graduating with a bachelor’s degree in political science from Xavier University of Louisiana. She also holds a Masters in Adult Education from Kansas State University.

Prior to becoming the Deputy Commander of the Louisville District, Lt. Col. Manzey served as the Executive Officer to the Deputy Commanding General of U.S. Army Central, Shaw Air Force Base, South Carolina. She also served as the Battalion Executive Officer and Operations Officer in the 10th Brigade Engineer Battalion, 1st Brigade, 3d Infantry Division (3ID), Fort Stewart Georgia. In previous assignments, Lt. Col. Manzey served as the Engineer Plans Officer on the 3ID Staff, (Assistant) Brigade Engineer for 1st Brigade, 3ID, and an Operations Officer in 1-353d Infantry Battalion, 162d Infantry Brigade.  Lt. Col. Manzey commanded the 510th Clearance Company, 20th Engineer Battalion, 36th Engineer Brigade, at Fort Hood in Texas. Lt. Col. Manzey has deployed in numerous functions to include Company Commander in Afghanistan from 2011-2012, Plans Officer in Afghanistan from 2010-2011, and Platoon Leader in Iraq from 2005-2006.

Lt. Col. Manzey’s awards and decorations include three Bronze Star Medals, three Meritorious Service Medals, three Army Commendation Medals, the Combat Action Badge, and the Parachutist Badge.

Lt. Col. Manzey is married and has three children.
